A wafter should float, but slowly sink under the weight of the hook. This keeps the bait balanced so only the bait lifts from the bottom, without lifting the hook. Because it is suspended in the water, when fish feed it rises into the mouth faster than standard bottom bait, resulting in more hooked fish.
